1. GENERAL INFORMATION ON IUCLID-EUSES

Background: Risk assessment is one of the main elements of national and international policy on chemical substances. When pursuing a policy aimed at protecting man and environment against dangerous substances it is important to know the risk such substances pose. Government authorities, research institutes and industry are frequently involved in risk assessment

IUCLID (International Uniform Chemicals Information Database) is the database to collect and exchange the data required for Risk Assessment within the EU Existing Chemicals Programme. The system was developed by the Commission in close cooperation with Industry and Member States. In the latest version of the software IUCLID has been enable to fulfil data needs for re-porting under the US HPV-Programme. The OECD Task Force on Existing Chemicals has, in November 1999, adopted IUCLID as the system to be used within the OECD Existing Chemicals Programme.

EUSES (European Union System for Evaluation of Substances) is the software provided by ECB to implement the Technical Guidance Document (TGD) on risk assessment for New and Existing Substances. With EUSES the exposure and effects assessment calculation and the final risk characterisation, as defined in the TGD, can be performed.

2. OBJECTIVES AND GENERAL CONTENT

To increase the knowledge on the use of the tools, the European Chemical Bureau organises a practical workshop on IUCLID and EUSES addressed to scientist working in National Research Institutes, Universities and Industry directly involved in the preparation of risk assessment reports of new and existing chemicals.

Topics to be covered: - Introduction to chemicals risk assessment. - Legislative background. - The EU exiting chemicals programme. - The OECD HPV programme. - Data collection needs for risk assessment, Introduction to the IUCLID program. - IUCLID program modules. - Future development of IUCLID. - The Technical Guidance Documents. - Human health effects assessment and risk characterization. - Introduction to the EUSES program modules. - Use of higher tier data in environmental risk assessment. - Risk assessment for the terrestrial compartment. - IUCLID for the ICCA initiative.

Lecturers: experts of IUCLID database and EUSES methodology coming from EU Member States, industry and the JRC IHCP, European Chemicals Bureau.
Duration: n. 4 working days (n. 2 days dedicated for IUCLID and n. 2 days for EUSES).
Participants: maximum of 32.

Registration Fees: 1000 Euros/participants, that includes lunches, coffees, social dinner and course material.

Reservation and booking conditions: for further information or to reserve a place, please contact the local organiser office or the ECB. To register, the enclosed registration form should be sent to local organiser. An invoice will be returned upon receipt. Confirmation of your registration form will be dispatched once the payment has been received. Payment must be made in full before the course commences otherwise admission to the course will be refused. Written cancellations received up to three week before the course will be subject to an administrative and organisational charge of 30% of the total remittance. No refunds will be made for cancellations received after this date of for non- attendance, but copies of the course documents will be sent. Substitutions with participants from the same Institution or Company may be made at any time.

Other Conditions: whilst every attempt is made to keep the programme as advertised, ECB reserves the right to modify the course content or the lecturers without previous notice. A full updated programme will be issued with the joining information.

Liability: the organisers will not accept any legal liability for loss of life or property or illness, during the course. Participants must ar- range proper insurance.
